Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

I'm only about HSK 4 level, so you shouldn't take anything I say as definitive, but I'll have a go. I'm assuming that the characters below are correct (though can't be 100% sure as you only gave pinyin).

我在北门里呢。 I'm at/in the North Gate. (I gave 'in' as an option even though it doesn't sound natural in English because 里 normally indicates being inside something.)
我在外边呢。 I'm outside.

hi kingwang, the 里 means are on inside side of gate "at the North Gate on the inside side", for example past the turnstiles at a park
