Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

What is a "learned" character/word?

Hi!
I was wondering when a word or a character registers as "learned"?
What is the criteria? How many times do you have to get it right, and in what tests?

You need to successfully repeat it after a minimum 12 hour interval. It will come up as learned separately for the individual parts you study.

But when I check my stats, it says:

Time Spent 97 hours
Characters 2263 learned
Words 949 learned

It's not separated in individual parts here. So when it says 2263 characters learned, does mean that I have successfully repeated the character in all 4 modes (pinyin/meaning/writing/tone)?

No, it just takes the mode with the highest number and uses that. (One might not be studying the other modes, or not studying them much.)
