Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

For definition should I just mark whether I know its english translation or also whether I know the pinyin?

The same thing for writing? I suppose I just mark whether I can write it or not, right? Not whether I know the english translation?

You are right - second case -, that is how it is designed.
However, I do it exactly the other way around, when tested on the pinyin and I don't know the definition, I mark it wrong. If tested on the definition and I have no glue about the pinyin, I also mark it wrong. This works better for me, I don't have to think much about: am I tested on Pinyin or Definition? Give it both a try and see, what is best for you.
