Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

Chrome vs. Web App?

What is the difference between the Chrome app and the Web app?

Is one more responsive than the other? Or are they virtually the same.

They are the same thing. Making it a Chrome app just gives it a little bit of extra information to Chrome, like a special place on the new tab page (perhaps depending on what version of Chrome you have). It'll also allow us to do some neat things later for people using it, like ask for permission for desktop notifications and local storage. It may do some other things; I'm not sure.
