Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

Can skritter be used like a dictionary where we can type in the pinyin or a character and get the answer?

If you are making a list, using the scratchpad input area, or adding words to the queue, it will do this. It can't search based on a definition, though.

You can also search just within the words you've added to My Words on the My Words page.

Generally, though, I use online Chinese-English dictionaries like MDBG and nciku, which can do much more flexible lookups. Just curious: why do you ask?
