Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

Settings - General - Keyboard - International Keyboards - Chinese Simplified/Traditional Handwriting

Then click the globe icon on your keyboard input and it will switch to a area where you can draw characters, guesses are presented in a column to choose from as you fill in more strokes.

I've found the native recognition a bit slow to use but in theory it's good, and has been useful for looking up stuff on the go. Handwriting is also useful in the Pleco app.

I never tried it before, but did just now, and yes, you are right, Google works on my iPhone with characters input via handwriting recognition with the native Apple keyboard, international and Chinese options selected.
