Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

Sound like it could mean "Even if there isn't...it will still..." or "Even if that hasn't happened...it will still..."

Haven't seen that pattern before. Did you get it from a sentence in a text? That would help interpretation.

Yeah I think that's correct, I found this example:

就算没有太阳,向日葵也会默默开放。 Even without the sun, sunflowers will still silently bloom.
