Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

iPad vs web version

I have an iPad and was wondering if there's a point to getting the scratch device thing for windows. Does the web version have more options than the iPad?

Web version has much more functionality, but is not as fast/slick - try it on a computer, and see if you prefer it (only writing prompts are awkward without touch input / tablet).

I think it is a matter of personal preference. For me, the iOS app is a far superior option. Namely, the convenience. I have it everywhere I go. Those few minutes of time grasped here and there really add up.
