Does this phrase mean:

poverty can be changed/the poor can be transformed, or

the poor can change [themselves]

should usually be the first meaning, passive voice, as below:

Waste materials can still be made use of.

这是可以预见到的。
This can be predicted.

Difficulties can after all be overcome.

Here 贫穷 refers to poverty. In another word, it means poverty is not destined.
