Looks like the Great Firewall or something like it is preventing you from completely loading www.skritter.com because it is hosted on Google App Engine, which is periodically blocked. Try instead our mirror:

legacy.skritter.cn

This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

especially the lower levels.

i can't seem to find any supplemental material to help with reinforcement

The "Chinese Breeze Graded Reader Series" might be worth looking at. Amazon.com carries it.

If sample tests from past editions would be of any help, you can go to http://hsk.open.com.cn/mnks/ and in the last section section in the page (网考真题集) you'll find links to the 6 levels, with 5 online tests for each level. I only got them to work in Internet Explorer 6, not in Firefox or Explorer 8. You'll need to register first, though, and the site is in Chinese only. But the process seemed intuitive enough even for me.
